The Working Group for the Dictionary of Euskaltzaindia establishes the basic rules of the dictionary, proposes entries, sub-entries, common collocations, phraseological units and, where appropriate, their corresponding accepted meanings, so that at a subsequent stage the writers can supply accepted meanings and examples.

The main sources of the dictionary are the following corpora: the corpus of the Basque General Dictionary, covering the tradition; the statistical corpus of 20th-century Basque developed at the end of the 20th century, the lexical observatory corpus from the early 21st century and the reference corpus of current Basque. On the basis of these, the Working Group for the Dictionary of Euskaltzaindia uses other data to complete the forms that go to make up the dictionary.
